The arcane market for property tax liens is the latest sector to be transformed by sizzling real estate prices and historically low interest rates. This year, local governments in 31 states and the District of Columbia will auction off $5 billion to $7 billion of unpaid property tax bills to raise cash, estimates the National Tax Lien Association, which represents lien investors. That is up from $3 billion to $5 billion five years ago.
